Alphatec PC is a Washington, DC based architecture and engineering firm specializing in Sensitive Compartmented Information Facilities (SCIFs), Special Access Program Facilities (SAPFs) and TEMPEST-secure spaces. We design in accordance with ICD 705, ICS 705-1 and 705-2, the IC Technical Specifications for ICD/ICS 705, UFC 4-010-01, and UFC 4-010-05. Our team has delivered design for more than $1B in construction for federal government and institutional clientele including the DoW, U.S. Army, U.S. Navy, FBI, DOJ, DOE, GSA, NIH and many more. We work alongside your Accrediting Official (AO), Certified TEMPEST Technical Authority (CTTA) and Site Security Manager from concept design so that your facility is accredited without delay.

SCIF / SAPF / SAPCA Design

We catch leaks on paper, not in the field.
We prepare A&A compliant milestone design submissions, then hold design review meetings with the AO and SSM. Acoustic flanking paths, utility penetrations, power filtering and red/black routing, door hardware and physical security, and Radio Frequency weak points are coordinated in the drawings, to allow the AO to issue approval in the field.

We possess firsthand familiarity with General Services Administration (GSA) and installation review boards, as well as the complex historic and National Capital Planning Commission reviews native to federal campuses.
We are minutes from the agencies, AOs, and contractors who shape your project. This proximity ensures that critical design reviews, site walks, and Construction Security Plan meetings happen in person, on short notice. For projects beyond the National Capital Region, we seamlessly provide remote design capabilities and travel for key project milestones.
Built for Large SCIF Programs
On large SCIF and SAPF campuses, Alphatec designs the secure shell: structural steel layout, ICD 705 STC-rated wall assemblies, RF and acoustic penetration details, and high-security MEP distribution. The AO certifies the continuous shield envelope. This clear division of responsibility keeps the design accountable, and it lets prime contractors and design-builders add Alphatec to large teams as a focused, SBA-certified small business partner that helps meet subcontracting goals.
Our largest single SCIF project was valued at $42,000,000 for the new construction of the NAVAFC P-561 Aircraft Prototype Facility Hangar, Phase II, which had the capability to divide into four (4) individual internal SCIF hangar bays – a highly complex, highly coordinated success. Alphatec successfully designed the new construction of the NAVAFC P-558 Aircraft Prototype Facility Hanger, Phase I, prior to being awarded Phase II.
